State-Regulated Appliance and Equipment Standards
 
States are allowed to establish energy efficiency standards for products not regulated by federal standards. Consistent with standards adopted in several other states, the 2005 and 2007 Oregon Legislature established minimum energy efficiency standards for a suite of appliances. Relevant statutes, which include the standards, are found in ORS 469.229 through ORS 469.261,
 
The Oregon Department of Energy has adopted Administrative Rules to administer the standards. The rules include, but are not limited to, certification and labeling requirements. Manufacturers should check the rules to ensure their products comply.
 
For customers or enforcement personnel to determine whether a product complies with Oregon standards, they should check the Multi-State Compliance System database. (Log-in using “Guest” for both User Name and Password.) Products must be listed as “Compliant” in the database to be eligible for sale and installation in Oregon.  

The products listed below are currently regulated by Oregon. Please check the links above for details on the standards and effective date for each appliance. (Please note that federal standards may be scheduled to pre-empt some Oregon standards in the future.)
  • Automatic commercial ice cube machines
  • Bottle-type water dispensers
  • Commercial hot food holding cabinets
  • Commercial refrigerators and freezers
  • Compact audio products
  • Digital versatile disc players and digital versatile disc recorders
  • Metal halide lamp fixtures
  • Portable electric spas
  • Single-voltage external AC to DC power supplies
  • Unit heaters
 
The following equipment has already been pre-empted by federal standards.
  • Commercial clothes washers
  • Commercial pre-rinse spray valves
  • Illuminated exit signs
  • Incandescent reflector lamps
  • Torchieres
  • Traffic signal modules
  • Walk-in refrigerators and freezers
