INFORMATION MEMORANDUM

TO: Head Start and Early Head Start Grantees and Delegate Agencies

SUBJECT: Funding for Head Start Programs to Attend the Hispanic Institute

INFORMATION:

As many of you know, the Head Start Bureau (HSB) is hosting the second National Head Start Hispanic Institute in Denver, Colorado from February 27–March 3, 2006.

Census data show that Hispanics now comprise the largest minority population in the United States; in Head Start, Hispanic children comprise more than 30 percent of our total enrollment.

The second National Head Start Hispanic Institute will build on the first Institute and will provide an opportunity for the leadership and staff of Head Start and Early Head Start programs, including Migrant & Seasonal Head Start programs, to come together to explore specific issues related to providing effective services to Hispanic children and families.

Supplemental Funding

To ensure that financial constraints do not preclude programs from participating in the National Head Start Hispanic Institute, ACF will make available to grantees and delegate agencies one-time funds which will allow them to substantially cover the costs of sending up to two persons to this Institute. Grantees wishing to apply for these funds should submit a single application requesting $1,000 per attendee, not to exceed $2,000 per program (e.g., if a grantee directly operates a Head Start program and has two delegate agencies, that grantee could apply for up to $6,000). Programs may send additional staff to the Institute but would need to use on-going grant funds or other funds to cover any additional costs.

These one-time funds are not calculated to be an exact reimbursement of each grantee’s cost related to participating in this training event. The funds are instead a reasonable supplement to those grantees wishing to attend. If some portion of the supplemental funds is not needed to pay direct costs of the events, it should be used for related activities. Eligible programs are those which are currently serving a significant number of Hispanic children, those which have seen a significant increase in their Hispanic enrollment in the last few years and/or programs which have significant numbers of unserved Hispanic children and families in their service area.
