CRS – Clinical Reporting System

Urban GPRA Reporting

BACKGROUND
Health care facilities operated and run by the Urban Indian Health Program are now required to report their Government Performance and Results Act (GPRA) clinical performance measures to IHS and Congress. This is required of both Urban facilities using the Resource and Patient Management System (RPMS) and facilities not using RPMS. RPMS users must use the Clinical Reporting System (CRS) for reporting, and non-RPMS users must decide whether to use electronic and/or manual reporting methods for reporting and must ensure they use performance measure logic that corresponds with the CRS logic. With either method, information that is reported must include a data supported audit trail that can be verified and validated by the Office of Management and Budget (OMB).

GPRA clinical measures are reported in the Prevention and Treatment categories, and some of these measures are listed below.

  • Quality of care for patients with diabetes
  • Cancer Screening
  • Immunizations
  • Domestic Violence Screening
  • FAS Prevention
  • Tobacco Cessation
  • Depression Screening

The GPRA report year runs July 1 through June 30 of each year and GPRA reports are due every quarter. While the GPRA quarterly report is run for the 1-year period of July 1 - June 30 and is compared to the previous and baseline years that contain one years' worth of data, the actual timeframe for data included in each quarterly report is shown below.

  • 1st Quarter contains July 1 - September 30
  • 2nd Quarter contains runs July 1 - December 31
  • 3rd Quarter contains July 1 - March 31
  • 4th Quarter contains July 1 - June 30

QUARTERLY GPRA REPORTING
The deadlines for the 3rd and 4th quarter GPRA reports are shown below. Quarterly reports should be sent to your Area GPRA coordinator by e-mail or FTP.

  • 3rd Quarter: May 30, 2008. To be reported using CRS Version 8.0 software or Chart Review methods.
  • 4th Quarter (Final): August 15, 2008. To be reported using CRS Version 8.1 software or Chart Review methods.
