Richard Trigg was appointed as the San Francisco Regional Administrator in the U.S. Department of Labor, Employment and Training Administration, in 2004.  In this position, he is responsible for workforce development programs in eight western states, American Samoa, the Commonwealth of the Northern Marianas Islands (CNMI), Palau and the Territory of Guam.  His office provides comprehensive program, administrative, fiscal and management oversight and
 
  support for various programs authorized by the  Workforce Investment Act, as well as Wagner-Peyser and Unemployment Insurance programs, various special initiatives and demonstration projects, and other related Congressional workforce emphasis programs.  
     
  Mr. Trigg’s professional career started in 1980 with the Forest Service, an agency of the U.S. Department of Agriculture, with emphasis in Forestry, Civil Engineering and Youth Service Programs in the States of Washington, Oregon and Kentucky.  
     
 

His first appointment with Department of Labor, ETA, was in 1992, as Division Chief in Washington D.C., where he served as the Chief of Programs for Regional Operations and  National Data Information Systems.  In addition, he was the National Liaison for the Inspector General, General Accounting Office, and the Office of Civil Rights for the National Office of Youth Programs in Washington DC.

 
     
 

In 1995, he was appointed Regional Director of Job Corps in the Chicago Regional Office.  After five successful years in Chicago, he returned to Washington D.C., as National Director for the U.S. DOL Job Corps Program.  In this position, Mr. Trigg served 4 ½ years as the Labor Department’s principal leader for residential youth training and development programs in over 120 campus facilities in 48 states and territories, serving some 60,000 youths annually. 

 
     
  Mr. Trigg’s current work with workforce development leaders across the western U.S. and Pacific jurisdictions has taken him to the West Coast of California where he makes his home in the San Francisco Bay Area.
