His first appointment with Department of Labor, ETA, was in 1992, as Division Chief in Washington D.C., where he served as the Chief of Programs for Regional Operations and  National Data Information Systems.  In addition, he was the National Liaison for the Inspector General, General Accounting Office, and the Office of Civil Rights for the National Office of Youth Programs in Washington DC.

In 1995, he was appointed Regional Director of Job Corps in the Chicago Regional Office.  After five successful years in Chicago, he returned to Washington D.C., as National Director for the U.S. DOL Job Corps Program.  In this position, Mr. Trigg served 4 ½ years as the Labor Department’s principal leader for residential youth training and development programs in over 120 campus facilities in 48 states and territories, serving some 60,000 youths annually.
