Recovery Act: ETA Issues Policy Guidance and Direction for National Emergency Grants
The Employment and Training Administration has issued policy guidance and direction for National Emergency Grants (NEGs) funded through American Recovery and Reinvestment Act of 2009 resources.

Training and Employment Guidance Letter 19-08 specifically addresses:

  • Recovery Act NEG Eligibility (page 3)
  • Recovery Act NEG Types (Regular, Dual-Enrollment, Formula Fund Replenishment, Regional Economic Impact) (Page 3)

  • Special Recovery Act Grant Provisions
  • Life of Funds
  • Reporting for Recovery Act-Funded NEGs
  • Monitoring
  • Other Non-Recovery Act NEGs
  • Paperwork Reduction Act Statement

The TEGL emphasizes that Recovery Act-funded applications must be submitted in accordance with the published policies and the appropriate NEG Application Guidelines. Recipients are asked to distribute this information to all appropriate state and local officials, including local workforce investment board chairs, administrative entities, chief elected officials and One-Stop Career Centers.
