Funding for the ADHS

Federal funding for the ADHS was appropriated by Congress through the Appalachian Regional Development Act until 1998. Since FY 1999, annual funding for the completion of the ADHS has been provided from the federal Highway Trust Fund. The Transportation Equity Act for the 21st Century (TEA-21) provided authorizations for the ADHS from October 1999 through July 2005. In August 2005, the president signed into law SAFETEA-LU (Safe, Accountable, Flexible, Efficient, Transportation Equity Act: A Legacy for Users) to replace TEA-21. The new bill authorizes $470 million per year through FY 2009 for the ADHS. Portions of some ADHS corridors have been identified as high priority and will receive additional funding.

Although the ADHS funds have been authorized from the Highway Trust Fund since FY 1999, ARC has continued to exercise programmatic control over the funds. This ensures that the governors of the 13 Appalachian states continue to determine where and how the money is used on ARC highways in their states.

Funds authorized for the ADHS are apportioned to the Appalachian states annually based on each state's proportional share of the cost to complete the ADHS, as specified in the latest cost-to-complete estimate.
