Recovery Act: HUD Anounces Program Requirements under the Community Development Block Grant Program
HUD has announced in in the May 18 FEDERAL REGISTER the program requirements, submission deadlines, and waivers and alternative requirements for funding available under the Community Development Block Grant Recovery program. The focus of CDBG-R funding is on infrastructure improvements that meet the overall goals of the Recovery Act which are to stimulate the economy through measures that modernize the nation’s infrastructure, improve energy efficiency, and expand educational opportunities and access to health care.

Approximately $1 billion is available for CDBG-R to states and local governments. The notice establishing the program requirements, including waivers and alternative requirements, is available at http://www.hud.gov/recovery/cdblock.cfm.


Recovery Act: FTA Provides Program and Application Requirements for Capital Investment Grants; Resources to Support Projects in Arizona, California, Colorado, New York, Ohio, Texas, Utah, Virginia and Washington
The Recovery Act includes $8.4 billion for transit capital improvements. In the March 5, 2009 FEDERAL REGISTER, the Federal Transit Administration summarized the transit formula program-related provisions of the Recovery Act, as well as program and grant application requirements for these funds.

In the May 11, 2009 FEDERAL REGISTER, the FTA implements the Capital Investment Grants Program provisions of the Recovery Act and provides program and grant application requirements for these funds.

This program will be implemented consistent with the requirements of the New Starts and Small Starts Programs, which provide funds for construction of major capital investments in new fixed guideway systems, extensions to existing fixed guideway systems, or, in the case of Small Starts, certain corridor-based bus projects. The $750 million provided for the program is estimated to support over 20,000 direct and indirect jobs and will expedite the delivery of new major capital rail and bus investments in several cities across the Nation.

The REGISTER notice provides the location and description for projects in Arizona, California, Colorado, New York, Oregon, Texas, Utah, Virginia and Washington.


Recovery Act: HUD Allocates CBDG Funds; HUD and Energy Sign MOU to Coordinate Energy Retrofit Programs

The Department of Housing and Urban Development (HUD) has allocated $1 billion in funding to nearly 1,200 state and local governments through the American Recovery and Reinvestment Act of 2009 (Recovery Act). These grants will be provided through HUD''s long-standing Community Development Block Grant (CDBG) Program and will primarily benefit low- to moderate-income persons living in these communities.

HUD and the Department of Energy (DOE) have also signed a Memorandum of Understanding (MOU) to coordinate energy retrofit programs under the Recovery Act. The interagency collaboration will help minimize administrative barriers and simplify the process for residents of HUD public and assisted housing that are seeking to weatherize their homes under the DOE Weatherization Assistance Program, which is targeted to low-income households.

P/PV Releases Findings from Sectoral Employment Impact Study; Focus on Boston, Bronx and Milwaukee Organizations Assisting Low-Income Individuals; Report Examines Earning and Employment Impacts
Public/Private Ventures has issued a May 2009 report on its Sectoral Employment Impact Study. P/PV notes:

Public funding for employment and training has dwindled over the past several decades. Yet in communities all over the United States, there has been considerable development of alternative approaches to help low-income people gain skills for particular industry sectors. In 2003, with support from the Charles Stewart Mott Foundation, P/PV launched the Sectoral Employment Impact Study to test the efficacy of one such approach. Using a random-assignment design, P/PV researchers set out to answer the question: well-implemented, sector-focused training programs make a difference to the earnings of low-income disadvantaged workers and job seekers? Three organizations were selected to participate in the study: Jewish Vocational Service in Boston, Per Scholas in the Bronx and the Wisconsin Regional Training Partnership in Milwaukee. This issue of P/PV In Brief summarizes impacts found for participants across the three sites, including increases in earnings and employment; a more detailed report on the study will be released in late 2009.

VA Begins Acceptance of Applications for Post 9/11 GI Bill on May 1
The Veterans Administration starts accepting applications for the Post 9/11 GI Bill on May 1, 2009. Individuals with active duty service since September 11, 2001, may be eligible for this benefit and can apply on-line at WWW.GIBILL.VA.GOV. The program provides tuition assistance, a housing allowance, a books and supplies stipend, and the option to transfer these benefits to family members under certain circumstances.

By law, the new benefit is effective August 1, 2009.
