Colleen Heflin is Assistant Professor at the Harry S Truman School of Public Affairs at the University of Missouri and was a Western Poverty Scholar with the West Coast Poverty Center in 2007-08. James P. Ziliak is Professor and Gatton Endowed Chair in Microeconomics and Director of the University of Kentucky Center for Poverty Research.
