DUE DATE FOR SUBMITTING DV RESULTS CHANGED, APRIL 2009

Effective immediately, the due date for all DV submissions is changed from May 10 to June 10. Results for VY 2009 will be due June 10, 2009. Not only will this new date give validators more time to complete validations but because it is three weeks after the May 20 reporting date for the 1st quarter ETA 581 report, validators will now be able to validate tax results for the first calendar quarter if they so choose. The change increases the number of quarterly Tax reports that can be validated for Populations 1, 3, 4 and 5 from three to four, and the number of quarters that can be validated for Population 2 (Report Delinquency) from two to three.

DV SUBMISSION STATUS THROUGH MARCH 26, 2009, APRIL 2009

Validation results for VY 2009 received through March 26, 2009, can be seen by clicking on the link VY 2009 Status as of 3/26/2009 under the Results Due and Submitted heading of "In this Section".

VERSION 2.1.0 BUGS AND DESIGN ISSUES –MARCH, 2009

Users have called some minor software bugs and design limitations to our attention. See the link, Version 2.1.0 bugs under the "Bugs and Workarounds" header in "In this Section" for an explanation and workarounds. A release containing the bug fixes is expected in late spring or summer 2009, following the installation of an upgrade to the Sun's system operating system. The upgrade will require retesting of all Sun software, including DV WS Version 2.1.0.

DUE DATE SET FOR VY 2009 DV SUBMISSIONS – FEBRUARY 2009

Per UIPL 22-05 (April 28, 2005), DV submissions are due by May 10 following the close of the Validation Year. Because May 10, 2009, is a Sunday, DV submissions for Validation Year 2009 will be due on May 11.

VERSION 2.1 OF DV SOFTWARE RELEASED – JANUARY, 2009

During the week of January 12, version 2.1 of the DV software was downloaded to all Sun computers. This version includes several bug fixes. For the Benefits module, the software no longer considers random samples for which no records exist in the extract file as “incomplete” and thus no longer blocks submission of RV and DEV results because of them. Average days for Populations 10 and 11 are now captured correctly on the population scores summary, and reported counts on the RV screen are displayed with one decimal place. For Population 5, Group 5.12 is eliminated; and the First Week Affected data element is optional. For Tax, the software now parses additional records into Population 1 and no longer rejects as errors records that are declared uncollectible in the same quarter they would be removed because of age. VERSION 2.0 OF DV SOFTWARE RELEASED – NOVEMBER, 2008

During the week of November 17, version 2.0 of the DV software was downloaded to all Sun computers. This version includes several enhancements and bug fixes. Among the enhancements are a more-user friendly design of the functions screen, including separate due dates for Contributory and Reimbursing reports and a stand-alone Wage Items link; addition of average age of pending appeals validation; improvements to the Tax sort function; submission of Benefits RV and DEV results as a set; and the elimination of ETA 9053 report validation. See Release Notes and updated Software User’s Guides in "In This Section". The generic DV handbooks will be posted as soon as they can be updated to reflect these changes.

SUPPLEMENTAL GUIDANCE ISSUED - NOVEMBER, 2008

In response to questions from state validators, we have prepared supplemental guidance reporting and validating the reporting and removal of aged overpayments on the ETA 227 report and accounts receivable on the ETA 581 report; and reporting certain adjustments and corrections on the ETA 227 and ETA 581 reports. See the new links in the Supplementary Guidance section of "In This Section".

DATA COLLECTION AUTHORITY EXTENDED -- July 2008

The Office of Management and Budget has extended the Department's authority to collect DV results under the Paperwork Reduction Act of 1995 through July 31, 2011. Future editions of the DV handbooks will contain the July 31, 2011 date and the burden disclosure language contained in TEN 6-08. DV STATUS RESULTS AVAILABLE – JULY, 2008

Summary results for VY 2008 are now available. See "In This Section", Results Due and Submitted.

VERSION 1.2 OF DV SOFTWARE RELEASED – JUNE, 2008

During the week of June 9, version 1.2 of the DV software was downloaded to all Sun computers. This version adjusts column widths to ensure proper displays in samples, corrects some labels, and eliminates some pass-fail boxes on sample screens for calculations done by the software. See Release Notes in "In This Section".

REVISED DATA VALIDATION HANDBOOKS – MAY, 2008

In This Section contains links to interim versions of the DV handbooks that contain the latest Appendix A, Record Layouts, and LADT and ETA 586 validation instructions, and OMB paperwork clearance language. Other revisions to fully reflect recent policy guidance and software changes will be made shortly.

VERSION 1.1.1 OF DV SOFTWARE RELEASED – MARCH, 2008

On March 17, version 1.1.1 of the DV software was downloaded to all Sun computers. This version includes fixes to improve duplicate detection performance in Tax Populations 1 and 2, change audit ID from integer to character in Tax Population 5, change prior quarter edits and Group 3.01 calculation in Benefits Population 3, and correct step references in Tax population 1 and Benefits Population 5 sample screens. UIPL 22-05, Change 2, RELEASED – MARCH, 2008

UIPL 22-05, Change 2 was released on March 14, 2008. It provides updated validation guidance for VY 2008 and beyond, including effect of elimination of the ETA 9053 report, cessation of use of Workload Validation in lieu of DV, and change in submission of Benefits Populations. MODULE 4 SUBMISSIONS
Module 4 validations (reviews of BTQ and TPS sampling frames and randomness), are to be submitted in Word using the Module 4 Results Template for Benefits and Tax in "In this Section" and sent to the National Office by e-mail at dvrpts@uis.doleta.gov.
