THE MAINTENCE AND LOGISTICS COMMANDS (MLCS) AND INTEGRATED SUPPORT COMMANDS (ISCS) RETAIN RESPONSIBILITY FOR SUPPORTING COAST GUARD ASSETS AND SURGE STAFFING PER REF B. TO RECEIVE THE VITAL ASSET SUPPORT REQUIRED, ALL FIELD OPERATORS SHOULD CONTINUE TO CONTACT THEIR CURRENT POINTS OF CONTACT UNTIL FURTHER GUIDANCE IS PROVIDED. 2. IN REF C THE COMMANDANT ANNOUNCED THE MOVEMENT TOWARD A COMMON COAST GUARD LOGISTICS BUSINESS MODEL WITH SOUND BUSINESS MANAGEMENT AND ACCOUNTABILITY FOR MISSION SUPPORT THAT WILL IMPROVE EFFECTIVENESS, FLEXIBILITY AND SAFETY OF ALL COAST GUARD GUARDIANS OPERATING ON THE FRONT LINE. THE KEYS TO THE SUCCESS OF THIS BUSINESS MODEL ARE STRICT ADHERENCE TO A CENTRALLY MANAGED, BI LEVEL SUPPORT SYSTEM, WHICH IN THE FUTURE PLACES SOLE ACCOUNTABILITY FOR ASSET SUPPORT ON THE PRODUCT LINE MANAGER. TO PREPARE THE ORGANIZATION TO PROVIDE MISSION SUPPORT UNDER THE BUSINESS MODEL, WE ARE PLANNING TO REALIGN THE CURRENT GEOGRAPHICALLY BASED MISSION SUPPORT SERVICES BY ASSET TYPES INTO PRODUCT/SERVICE LINES MANAGED BY THE NEWLY FORMED LOGISTICS AND SERVICE CENTERS DISCUSSED IN REF D. THESE NEW CENTERS WILL FORM THE BACKBONE OF OUR VERSION 1.0 MISSION SUPPORT ORGANIZATION IN THE FIELD WITH RESPONSIBILITY FOR CARRYING OUT THE COAST GUARD LOGISTICS BUSINESS MODEL. 3. PER REFS E THROUGH I THE SURFACE FORCES LOGISTICS CENTER (SFLC), COMMAND, CONTROL, COMMUNICATIONS, COMPUTERS AND INFORMATION TECHNOLOGY SERVICE CENTER (C4ITSC), THE SHORE INFRASTRUCTURE LOGISTICS CENTER (SILC), THE COAST GUARD PERSONNEL SERVICE CENTER (PSC) AND THE ASSET PROJECT OFFICE (APO) WERE FORMALLY ESTABLISHED THIS SPRING UNDER COMMAND CADRES WITH LIMITED OPERATING CAPABILITY. THE COAST GUARD IS PREPARING TO EVENTUALLY TRANSFER RESPONSIBILITIES CURRENTLY HELD BY THE MLCS AND ISCS TO THESE NEW ENTITIES UPON RECEIVING CONGRESSIONAL AUTHORIZATION AND AFTER ALL BARGAINING OBLIGATIONS WITH CIVILIAN UNIONS ARE MET. 4. DURING THIS TRANSFER SEASON, SOME PERSONNEL WILL RETAIN THEIR CURRENT COMMAND RESPONSIBILITIES AND REMAIN IN THEIR CURRENT LOCATIONS CARRYING OUT THE DUTIES THEY ARE RESPONSIBLE FOR AT THE MLCS AND ISCS UNTIL FULL TRANSITION OF FUNCTIONS TO THE NEW ORGANIZATIONS. MLCS WILL COORDINATE THESE DUAL-HATTING ARRANGEMENTS WITH THE LOGISTICS AND SERVICE CENTERS, FORCECOM, FUTURE OPCOM, AND RFRS STAFFS TO ENSURE UNINTERRUPTED ASSET SUPPORT CAPABILITY DURING THE TRANSITION PERIOD.
