THE OFFICE OF PERSONNEL MANAGEMENT (OPM), IN PARTNERSHIP WITH THE CHIEF HUMAN CAPITAL OFFICERS (CHCO) COUNCIL, IS SPONSORING A SUMMER FOOD DRIVE IN THE WASHINGTON DC METROPOLITAN AREA. THE DHS UNDERSECRETARY FOR MANAGEMENT AND THE CHIEF HUMAN CAPITAL OFFICER ENCOURAGE PARTICIPATION IN THIS INITIATIVE. THE GOAL OF THE FOOD DRIVE IS TO COLLECT ONE MILLION POUNDS OF FOOD FROM FEDERAL EMPLOYEES. THE FOOD DRIVE IS A PART OF THE PRESIDENTIAL “UNITED WE SERVE” INITIATIVE TO ENCOURAGE PARTICIPATION IN COMMUNITY SERVICE ACTIVITIES. UNDER 5 CFR PART 950, “SOLICITATION OF FEDERAL CIVILIAN AND UNIFORMED SERVICE PERSONNEL FOR CONTRIBUTIONS TO PRIVATE VOLUNTARY ORGANIZATIONS,” THE COMBINED FEDERAL CAMPAIGN IS THE ONLY AUTHORIZED SOLICITATION OF EMPLOYEES IN THE FEDERAL WORKPLACE ON BEHALF OF CHARITABLE ORGANIZATIONS (SUBPART 950.102(A)). HOWEVER, THERE IS AN EXCEPTION (5 CFR 950.102(B)) FOR THE SOLICITATION OF GIFTS-IN-KIND, SUCH AS FOOD, CLOTHING AND TOYS. THIS FOOD DRIVE IS ALLOWED UNDER THAT EXCEPTION. 3. THE FOOD DRIVE ENCOURAGES FEDERAL EMPLOYEES TO DONATE NON- PERISHABLE FOOD ITEMS DURING THE MONTHS OF JUNE, JULY AND AUGUST FOR COLLECTION AND DELIVERY TO THE CAPITAL AREA FOOD BANK. THE CAPITAL AREA FOOD BANK SERVES MORE THAN 700 FOOD PANTRIES, SOUP KITCHENS AND OTHER SERVICE ORGANIZATIONS IN THE DISTRICT OF COLUMBIA, MARYLAND AND VIRGINIA. FIELD LOCATIONS DESIRING TO ORGANIZE A FOOD DRIVE IN THEIR LOCAL COMMUNITY MAY DO SO BY DESIGNATING A FIELD AREA FOOD DRIVE COORDINATOR. THE FIELD AREA COORDINATOR MAY CONTACT THE LOCAL FEDERAL EXECUTIVE BOARD (WWW.FEB.ORG), IF APPLICABLE, TO DETERMINE IF THEY ARE SPONSORING A LOCAL FOOD DRIVE. IF THERE IS NO FEB IN THE AREA, THE FIELD AREA COORDINATOR MAY FIND LOCAL FOOD BANKS IN THEIR AREAS BY VISITING "HTTP://WWW.FEEDINGAMERICA.ORG." THE FIELD AREA COORDINATOR WILL NEED TO TRACK AND PROVIDE THE NUMBER OF EMPLOYEES IN THEIR AOR WHO ARE PARTICIPATING IN THE FOOD DRIVE AND WILL BE RESPONSIBLE FOR COORDINATING THE COLLECTION AND PICK UP OF DONATIONS BY THE LOCAL FOOD BANK.
