Users of OPEN must establish membership in a Disaster Management Interoperability Services (DMIS) Collaborative Operations Group (COG). There is no requirement to use DMIS client software. To register as a system wanting to build to the interoperability interface without using the client software, register on the form found in the DMIS Tools section.
