  1. In this exhibit, the designation of "unlikely to achieve" is borrowed from 1990 Health Objectives for the Nation: A Midcourse Review. Healthy People 2000 and Healthy People 2010 objectives that either moved away from their targets or showed no progress from baseline have been included in this category.
  2. This percentage includes the 28 objectives that were deleted, as well as the 158 objectives that could not be assessed due to a lack of tracking data.
