The Office of Investigations (OI) conducts investigations throughout the United States in response to complaints or allegations regarding violations of Federal law.  Special agents identify and investigate cases of waste, fraud and abuse in agency programs and operations, and refer cases for prosecution and monetary recovery action. 

Criminal investigations may involve:

  • Fraudulent receipt of retirement, disability, sickness or unemployment or RRB Medicare benefits by annuitants or railroad workers
  • Conspiracy to defraud RRB benefit programs
  • False reporting by railroad employers
  • Criminal violations by agency personnel

OI Special Agents also conduct administrative investigations involving misconduct or violations of ethical standards and prohibited personnel practices by RRB personnel.

OI maintains two field offices, one in the agency's headquarters in Chicago, IL and one in Philadelphia, PA.

Biography - William H. Tebbe

William Tebbe was appointed Assistant Inspector General for Investigations in 1996. In this capacity, Mr. Tebbe has served on a number of working groups and committees under the President’s Council for Integrity and Efficiency (PCIE). In 2002 he received a PCIE Award for Excellence recognizing his leadership and efforts in developing a process to reconcile investigative statistical accomplishment information for the federal Inspector General community. (The Inspector General Reform Act of 2008 changed the PCIE to the Council of Inspectors General on Integrity and Efficiency (CIGIE)). Mr. Tebbe has over 35 years of federal law enforcement experience and possesses a Bachelor’s degree in accounting.
