HTGs records exist in three phases:

• Phase 1:    unfinished, may be unordered, unoriented contigs, with gaps
• Phase 2:    unfinished, ordered, oriented contigs, with or without gaps.
• Phase 3:    finished, no gaps (with or without annotations)
