Public Notice for R R Donnelley and Sons – Lynchburg, VA

DATE OF THIS NOTICE:  April 15, 2009

PURPOSE OF THIS NOTICE:  The U.S. Environmental Protection Agency (EPA) is announcing its proposed decision of Corrective Action Complete without Controls under the Resource Conservation and Recovery Act (RCRA), as amended, for the R.R. Donnelley and Sons Facility, located at 4201 Murray Place, Lynchburg, VA 24501.

FACILITY DESCRIPTION:

R. R. Donnelley and Sons is a printing plant located in an industrial and residential area. The Facility currently operates eight presses, and seven Aboveground Storage Tanks for solvent, ink and fuel storage. The facility produces catalogs and advertising flyers (e.g., newspaper inserts) for major retail corporations.

COMMENT PROCESS:  Persons wishing to comment on EPA’s proposed remedy must submit comments to EPA within the 30-day comment period ending May 15, 2009.  Interested persons may also request a public hearing on this proposed remedy.  All comments and/or requests for a hearing must be submitted in writing via mail, fax, or e-mail to the EPA Project Manager, Mr. Denis Zielinski, as listed above, and must be received prior to May 15, 2009.  All comments will be considered in making a final decision.

FINAL DECISION:  EPA will make a final decision after considering all comments, consistent with applicable RCRA requirements and regulations.  If the decision is substantially unchanged from the one in this notice, EPA will issue a final decision and inform all persons who submitted written comments or requested notice of EPA’s final determination.  If the final decision is significantly different from the one proposed, EPA will issue a public notice explaining the new decision and will reopen the comment period.
