Before establishing a new routine use of a system of records, the Commission will publish a notice in the Federal Register of its intention to do so, and will provide at least 30 days for public comment on such use. The notice will contain: (a) The name of the system of records for which the new routine use is to be established; (b) The authority for the system; (c) The categories of records maintained; (d) The proposed routine use(s); and (e) The categories of recipients for each proposed routine use.
