The Polluted Runoff Control (PRC) Program is jointly administered by the Hawai'i Department of Health (DOH) and the Coastal Zone Management (CZM) Program, Department of Business, Economic Development, and Tourism. The mission of the PRC Program is to protect and improve the quality of water resources.

Hawai'i's Implementation Plan for the Polluted Runoff Program (July 2000) was jointly developed by Department of Health (DOH) and CZM, and was approved by EPA under the Clean Water Act( CWA) in September 2000. This Plan integrates implementation activities under the CWA Section 319 and the Coastal Zone Act Reauthorization Amendments (CZARA) Section 6217. It describes a combination of voluntary and regulatory activities and programs implemented by local, state, and federal agencies intended to control polluted runoff. This plan also includes specific milestones for meeting the conditions for NOAA and EPA's conditional approval (June 1998) of the Coastal Nonpoint Source Control Program developed under CZARA.

The PRC Program is funded under the CWA, Section 319 and under the Coastal Zone Management Act Sections 306 and 309.
