Question: Why aren’t all free full text articles identified in PubMed?
Answer:

"Free full text" links in PubMed are voluntarily supplied and maintained by LinkOut providers or are made available in PubMed Central by information supplied by the publisher or provider. Not all free full text providers participate in LinkOut or provide data to PubMed Central.
