Water Protection Grants and Loans
We manage surface water, ground water and drinking water grant programs. These programs are authorized by the Clean Water Act and the Safe Drinking Water Act, whose overall goal is to restore and maintain the chemical, physical and biological integrity of the Nation's waters. These programs provide funds to the States, Tribes and in some cases other entities, to improve and protect water quality. These include:

- Water Quality Cooperative Agreements Program
- Water Quality Management Planning Program
- Wastewater Operator Training Program
- State Underground Water Source Protection Program
- State Public Water System Supervision Program
- State Water Protection Coordination Program
- Targeted Watershed Initiative Grants Program
- Beach Monitoring Program
State Revolving Funds
The Clean Water State Revolving Fund provides low interest and flexible loan terms for funding wastewater treatment plants, nonpoint source pollution and estuary protection. We oversee the Drinking Water and Clean Water State Revolving Funds (SRFs). The Drinking Water SRF provides funds to States to assist public water systems in financing the costs of the infrastructure needed to achieve or maintain compliance with the Safe Drinking Water Act.
Special Appropriations Grants
We administer Special Appropriations Grants for construction of water infrastructure. These grants are funded primarily through the Environmental Protection Agency (EPA) Section of the annual Department of Interior and Environmental Works Appropriations Act. There are two types of Special Appropriations Grants depending on where they appear in the EPA budget. Those grants funded through the State and Tribal Assistance Account of the budget are called Special Appropriations Projects (SPAPs) grants. Those grants identified in the Environmental Programs and Management (EPM) part of our budget are called EPM grants.
Technical Assistance
We provide technical assistance to the Division and the public through the Technical Support Team. Team responsibilities include Onsite/Decentralized Wastewater Treatment Program, the Needs Survey, wastewater and drinking water environmental reviews and assistance, as well as technical assistance with erosion and sediment control.
