Since 1992, the EPA has been moving towards a system of environmental protection which is "place-driven" by geography or community. The goal is to increase both community involvement and the ability to focus on environmental needs unique to a specific location. EPA's National Environmental Performance Partnership System (NEPPS) allow states more authority to set their own goals and make decisions about where their resources need to be spent.

Performance Partnership Agreements (PPAs) involve delegation of authority to states for the day-to-day operation of an environmental program, such as air or water, and can incorporate compliance assistance agreements and co-sponsorship of environmental projects.

Performance Partnership Grants (PPGs) can also involve financial grants.

To set the stage for effective strategic planning, EPA and states need performance measures that can be used to assess progress in improving environmental and human health conditions and how well protection efforts are working.
