Water Headlines is a weekly on-line publication that announces publications, policies, and activities of the U.S. Environmental Protection Agency’s Office of Water.

Paying for Sustainable Water Infrastructure: Innovations for the 21st Century

This conference will be held in Atlanta, GA on March 21-23 (Wednesday - Friday). The Conference will bring together stakeholders from all levels of government and the private sector to explore creative methods to pay for sustainable water infrastructure today and into the future. It is the first conference of its kind to address the challenge of integrating the many diverse tools and strategies to pay for sustainable water infrastructure. With 28 sessions in four tracks, topics covered will focus on innovations that reduce costs and increase investment in drinking water and wastewater systems and programs.

We are seeking individuals interested in participating in poster sessions. Posters will cover innovations related to sustainable water infrastructure and will be limited to technical project displays. New Stormwater Guide for Evaluating MS4 Programs-Free Webcast on March 7

The Office of Water published a new MS4 Evaluation Guide on EPA's stormwater website at: http://cfpub.epa.gov/npdes/stormwater/munic.cfm. Available only on the web, the Guide is designed for use by NPDES authorities to evaluate the quality of Phase I and Phase II MS4 programs: for permit compliance, technical assistance and other purposes. It can be used for comprehensive program evaluations or for certain components of an MS4 program. MS4 program managers may also find it helpful as they evaluate their own programs. The document is being provided in Microsoft Word format so NPDES programs can modify it to meet the unique components of their programs such as those required by state regulations. EPA would like to recognize all of the state and EPA regional staff who provided input on this very useful document.

On March 7, the Office of Wastewater Management will hold a free webcast to provide an introduction to the Guide. Registration information will be posted by February 23 on the stormwater website at http://cfpub2.epa.gov/npdes/outreach.cfm?program_id=0&otype=1.

EPA Testifies to Congress on President’s FY 08 budget request

On February 14, 2007, Benjamin H. Grumbles, Assistant Administrator for Water, testified before the House Transportation and Infrastructure Committee on the request for EPA’s National Water Program, which is $2.7 billion or 37% of the Agency’s overall budget. "The President’s budget will allow us, along with our State, Tribal, and local partners, to make continued progress in ensuring America’s waters are clean, safe, and secure," Grumbles said. EPA testimony highlighted the Agency’s focus on sustainable infrastructure, including the Administration’s initiative on "Water Enterprise Bonds" and the voluntary water efficiency program, "WaterSense"; water security; wetlands; and important regional collaborations in the Great Lakes, Chesapeake Bay, and Puget Sound and along the Mexico border.
