OF MASS DESTRUCTION RELATED WORKER EDUCATION AND TRAINING PROGRAMS

The National Institute of Environmental Health Sciences (NIEHS) is 
announcing a limited competition for administrative supplements to 
active NIEHS U45 Worker Education and Training cooperative agreement 
awardees that can demonstrate capacity to enhance existing training 
activities in preparation of nationally significant disasters or 
terrorist attacks with Weapons of Mass Destruction.  Congress, under PL 
108-7, to support this one-time solicitation, has appropriated four 
million dollars in funds.  Funds may be requested to support training 
for a nation-wide cadre of environmental response workers to respond to 
future terrorist attacks, a national registry of trained skilled 
construction personnel in relevant crafts for immediate response 
activities but are not emergency personnel since they must work 
together in rescuing victims and removing debris, new hazardous waste 
refresher course modules to cover emergency response and cleanup for 
terrorist attacks, and training for workers who clean up buildings 
contaminated with biohazards, such as anthrax.  The purpose of these 
administrative supplements is to develop an integrated education and 
training approach that will address worker safety and immediate and 
long-term health concerns arising from the September 11, 2001 terrorist 
attacks on the United States.
