Abstract: The purpose of this memorandum is to explain the decisions that have been made by EPA relative to tracking the receipt of federal operating permits program fees. The federal operating permits program regulations are codified at 40 CFR part 71. The basics of the part 71 fee receipt process are outlined in the memo and are applicable to fees paid by all part 71 sources (e.g., sources receiving part 71 permits subsequent to EPA objections, sources located on the Outer Continental Shelf, and Indian country sources).
