(a) If the Administrator does not receive an appeal from the community within the ninety days provided, he shall consolidate and review on their own merits the individual appeals which, in accordance with Sec. 67.7 are filed within the community and forwarded by the CEO. (b) The final determination shall be made pursuant to the procedures in Sec. 67.8 and, modifications shall be made of his proposed determination as may be appropriate, taking into account the written opinion, if any, issued by the community in not supporting such appeals.
