The Administrator shall propose flood elevation determinations in the following manner: (a) Publication of the proposed flood elevation determination for comment in the Federal Register; (b) Notification by certified mail, return receipt requested, of the proposed flood elevation determination to the CEO; and (c) Publication of the proposed flood elevation determination in a prominent local newspaper at least twice during the ten day period immediately following the notification of the CEO.
