- On January 13, 2005, EPA Region 3 mailed a compliance assistance letter
to landfills subject to the New Source Performance Standard (NSPS) for
landfill gas systems (Part
60, Subpart WWW, Standards of Performance for Municipal Solid Waste Landfills).
This letter summarizes some important findings from EPA Region 3's landfill
gas system inspection experience for the past two years and offers advice
on complying with the surface monitoring requirements in Subpart WWW
based on this experience.

This guidance became effective in the Fall of 1999 and is designed to help prioritize federal, state and local agency enforcement efforts with respect to sources of air pollution in their jurisdictions. The policy defines what violations of the Clean Air Act constitute a High Priority Violation.
