How Do Federal Agencies Submit
EISs and EAs to EPA?

Where should NEPA documents be sent for review? 

Environmental Impact Statements (EISs) must be sent to both EPA Headquarters in Washington, D.C., and to the EPA region where the project is located. For information on how to officially file EISs with EPA Headquarters visit the Office of Federal Activities web site.

EISs in CO, ND, SD, UT and WY should be sent to:

Generally, 3 copies (2 hard copies and 1 CD) of the EIS should be submitted for review to the Region 8 EPA office. 

EISs in MT should be sent to:

Generally, 1 hard copy and 1 CD copy of the EIS should be submitted to the MT EPA office. 

Should I send EPA Environmental Assessments? 

Although not required to review Environmental Assessments, EPA Region 8 does review some Environmental Assessments (EAs). We are particularly interested in seeing EAs for projects/decisions with more extensive environmental analyses, for example, EAs which exceed the 10-page maximum suggested by the 40 Questions guidance. EPA requests copies of all EAs in which the agency is determining whether impacts are significant. If an EA shows that a project has significant impacts, an Environmental Impact Statement needs to be prepared. (See the CEQ's 40 Most Asked Questions for those few exceptions to preparing an EIS).
