Functional Statement:
(1) Provides leadership, management, and oversight of trans-OER projects, evaluation activities, and communication and outreach activities; (2) provides a centralized unit to effectively manage, monitor, and track OER-wide activity workload; (3) leads efforts to coordinate the Government Performance and Results Act (GPRA) and the Program Assessment Rating Tool (PART) when these tools are applied to NIH extramural research activities; (4) leads and coordinates efforts to evaluate NIH extramural and OER programs to improve effectiveness and impact; (5) coordinates and manages external communication activities, including information dissemination about OER/NIH extramural programs and activities, assuring that OER programs are understood and accessible and speaking with one voice to achieve "One OER"; (6) directs, guides, and maintains working groups across OER to implement consistent NIH and HHS standards for electronic Grants Information and Web Services; and (7) manages internal communications and workflow by knowing the wealth of activities ongoing in OER; tracks requests for information on OER activities; assures that activities stay within established time frames; and establishes temporary teams where necessary to address overarching OER issues which need responses, recommendations, or policy development.
