Section 5310 Program Performance

What is this?

This page describes how FTA will measure the performance of the Section 5310 program.

Under the Government Performance and Results Act (GPRA), FTA is required by law to "establish performance goals to define the level of performance" and also "establish performance indicators to be used in measuring relevant outputs, service levels, and outcomes" for each of its programs. The performance measures described here are designed to fulfill FTA's obligations under this Act. These measures will be used at the program leve and will not be used to assess individual grants.

FTA will be capturing overall program measures to be used with GPRA and the Performance Assessment Rating Tool (PART) process for the U.S. Office of Management and Budget (OMB). FTa will conduct independent evaluations of the program focused on specific data elements in order to better understand the implementation strategies and related outcomes associated with the program.

NEW Letter Report to Congress Evaluating the Section 5310 Pilot Program

The two measures established for the Section 5310 Program ate:

1. Gaps in Service Filled. Provision of transportation options that would not otherwise be available for older adults and individuals with disabilities measured in numbers of older adults and individuals with disabilities afforded mobility they would not have without program support.

2. Ridership. Actual or estimated number of riders (as measured by one-way trips) provided annually for individuals with disabilities and older adults on Section 5310-supported vehicles and services.
