Service Provides Regional Planning Guidance to San Antonio and Bexar County

On August 25, 2008, Austin Field Office personnel and the Texas State Administrator presented information to Bexar County and City of San Antonio elected officials about a regional approach to landscape planning for the greater San Antonio/Bexar County area.  The presentation described regulatory options under the Endangered Species Act to balance development of the greater San Antonio area with endangered species protection.  Two options, a Regional Habitat Conservation Plan (RHCP) and the Recovery Credit System (for Fort Sam Houston) were discussed among participants after the presentation.  The City of San Antonio and Bexar County have subsequently submitted a Section 6 grant proposal for the development of an RHCP.  Representatives from of Congressman Ciro Rodriguez and Congressman Charles Gonzalez were present.  Multiple media outlets were also present, and Service staff granted several interviews before and after the meeting. 

On August 28, 2008, Austin Field Office ) and the Texas State Administrator attended a meeting hosted by the San Antonio Chamber of Commerce to discuss the use of regional landscape planning strategies.  The meeting focused on areas surrounding Camp Bullis in northwest San Antonio.  Meeting participants included City and County elected officials, the Commanding General for Fort Sam Houston, and representatives from the real estate and development business sectors.  The meeting also discussed the use of more effective communication strategies to develop the RHCP or to resolve potential conflicts involving development and encroachment around Camp Bullis’ perimeter in order to sustain the viability of Camp Bullis’ training mission. Since the meeting, the Service has been invited to participate in a Joint Land Use Study involving the immediate off-post perimeter of Camp Bullis.
