In March 2006, the Wisconsin Bird Conservation Initiative (WBCI) hosted a two-day workshop designed to develop a coordinated bird monitoring framework for the state. 

Tom Will represented Migratory Birds at the meeting by providing an overview of bird monitoring from national and regional perspectives within the overall context of conservation design. 

In addition, Tom facilitated several breakout sessions designed to identify species-specific monitoring needs and major management issues in the region that would benefit a coordinated bird monitoring effort.
