Type of Safety Belt Use Laws, by State: As of 2000

1 Primary enforcement allows police officers to stop vehicles and write citations whenever they observe violations of safety belt laws. Secondary enforcement permits
police officers to write a citation only after a vehicle is stopped for some other traffic violation.
