Abstract The focus of the research reported in this paper is the development of a framework for defining comprehensive national intermodal performance measures, the definition of the nature of performance standards, and initiation of the identification of a number of candidate performance measures from application of the framework. The paper contains a very brief summary of the literature search that was performed at the outset of the work, followed by a section on definitions, in which the authors distinguish between a number of terms that have been used somewhat loosely in the initial work on intermodal management systems and intermodal planning. The third section of the paper describes the framework and approach to the development of performance measures for intermodal systems and describes some initial performance measures that appear likely candidates for use in intermodal planning and intermodal management systems.
