Abstract	In this conference presentation, the author begins by describing the background and purpose of a recently completed National Cooperative Highway Research Program (NCHRP) study on the topic "Procedures MPOs Use to Consider the 15 Factors in Developing Plans and Programs Under the ISTEA". He follows this with a summary of the experiences from a limited sample of Metropolitan Planning Organizations (MPOs) and some of his own observations, concluding with some recommendations for additional research.
