Exide/EPA Investigation
Reading, PA
The Exide Technologies facility occupies approximately 50 acres of land and is located in Laureldale Borough and Muhlenberg Township, just northeast of Reading, PA. The Facility currently manufactures and recycles lead batteries. The recycled lead is smelted and cast into lead-alloy bars to make new battery plates.
As a result of 35 years of lead smelter operations prior to the installation of air pollution controls and the advent of the Clean Air Act of 1970, the Facility contributed to lead emissions that impacted the surrounding communities. The source of lead off-site is believed to be general plant operation prior to the introduction of air pollution control requirements in the late 60s. Currently, the facility operations are subject to air permits issued by the Pennsylvania Department of Environmental Protection's (PADEP) Bureau of Air Quality.
In August 2000, the United States Environmental Protection Agency (EPA) issued the Administrative Order on Consent (AOC) to Exide to investigate the extent of lead contamination in soil near the Facility and to cleanup properties that have been adversely impacted by the lead emissions.
