Are All Seats Safe?
All car seats rated by NHTSA meet Federal Safety Standards & strict crash performance standards. While all rated seats are safe, they do differ in their ease of use in four basic catagories:

Instruction manual is difficult to find and/or use. Warning that the rear seat is the safest place is buried in a bulleted list. Names on the manual and labels do not match.
Securing the Child1 stars
Conversion to this mode from another mode requires multiple actions; caregiver must read instruction manual. Loose parts are generated while disassembling for cleaning.
Installation Features4 stars
The shoulder belt may fall out of the shoulder belt positioning device.
