Passenger Facility Charge (PFC)
Deadlines and Dates to be Concerned With
Application Submittal
You must wait at least 30 days after the air carrier consultation meeting before submitting an application to the Airports District Office.
Charge Effective Date
You must wait at least 60 days after the PFC approval date before airlines can start charging passengers the approved PFC amount. (Collection is usually started on the first day of a month - so more than 60 days may be required.)
Project Implementation Date
The project implementation date is the notice to proceed date for construction projects (even if they include design), the contract award date for equipment/vehicle refurbishment, the titling or delivery date for equipment/vehicle purchases, the contract purchase date for land purchases, the notice to proceed date for planning projects, and the notice to proceed for design only projects.
USE Application for an IMPOSE ONLY Project
An IMPOSE ONLY project must have an associated USE application submitted no more than three years after the IMPOSE charge effective date. If there is a significant difference in the IMPOSE application approval date and the charge effective date (more than a few months), the USE application submittal date must be no more than three years after the IMPOSE application approval date.
New Application in Time to Maintain Collection Without Interruption
A new application must be submitted at least 180 days (6 months) prior to the charge expiration date of the previous application if the public agency wishes to maintain collection without interruption. This means that the air carrier consultation meeting notice must be sent at least 240 days (8 months) prior to the charge expiration date of the previous application.
