Data Format
Each series begins with a description line followed by a number of data lines.
- Description line: series description in double quotes
- Data line:
- Column 1-16 : series code in double quotes, padded with blanks
- Column 17-20 : year, in YYYY format
- Column 21-25 : blank spaces
- Column 26 : 12 months of data begin, 10 positions per month including decimal and 4 decimal places.
