Enforcement and Compliance Assurance Priority: Indian Country

Beginning in fiscal year (FY) 2005 and continuing through FY 2010, EPA's Office of Enforcement and Compliance Assurance and EPA regional offices are focusing national attention on three areas in Indian country: (1) improving compliance at public drinking water systems; (2) improving multimedia compliance at schools; and (3) improving solid waste management compliance and assessing and closing open dumps.

For each of these three areas, EPA will work with tribes to improve compliance at facilities through integrated use of compliance assistance, compliance monitoring and enforcement, including addressing facilities in significant noncompliance. This Priority also seeks to enhance the ability of EPA and tribes to monitor compliance with federal and tribal laws in Indian country through analysis of readily available, accurate and reliable data and emphasizes increasing training opportunities for tribal inspectors and other tribal environmental professionals.

The Tribal Compliance Assistance Center is a web-based tool that serves as the first place to get comprehensive, easy to understand compliance information targeted specifically for environmental issues in Indian country. 

Indian Country Strategy Summary

For each of the national priority areas, EPA has developed a strategy designed to achieve specific goals. Online Resources

EPA has identified over 350 links to online compliance and enforcement resources that may be helpful in implementing these performance-based strategies. These links can be accessed through the Compliance Assurance Resources Compendium for Fiscal Year 2008 - 2010 National Enforcement and Compliance Priorities (PDF) (60pp, 775K,About PDF), current as of February 2008, is also available.

EPA's Office of Enforcement and Compliance Assurance (OECA) maintains a focused list of links to its policy, guidance and other documents relevant to the implementation of the Tribal Priority. Compliance and Enforcement Resources

The National Environmental Compliance Assistance Clearinghouse provides up-to-date and interactive links to over 200 resources from EPA and non-EPA sources to help implement the Tribal Priority. Resources are available to improve understanding on drinking water, schools, and solid waste issues, as well as other environmental issues in Indian country.

Using the Clearinghouse links listed below, users can access information related to each of the Tribal Priority's three initial focus areas, as well as data information, training opportunities, and an array of other federal and non-federal environmental material.
