The Accountable Officer should consider rehabilitating buses, medium and heavy trucks, and trailers rather than procuring new vehicles.
Rehabilitation may extend the useful life of costly equipment and reduce or delay large vehicle procurement outlays.
As a general guideline, the cost of rehabilitation should not exceed 50 percent of the cost of replacement. See Exhibit 3, 320 FW 2 for additional information.
If a motor vehicle has been wrecked or damaged beyond economical repair limits (including wear caused by abnormal operating conditions), these replacement standards may be waived.
We may retain a motor vehicle that is in usable and workable condition even though the standard allows replacement if we can operate the vehicle safely without excessive maintenance cost or substantial reduction in resale value.
