Monitoring Guidance for the National Estuary Program

This document is designed to meet several needs related to environmental monitoring for individual National Estuary Programs.

With this document, the program can identify steps necessary to develop and implement estuarine monitoring programs. Planning committees will find a technical basis for discussions for development of monitoring program objectives. This document can also aid in selecting monitoring program components, and allocating sampling effort. Finally, this document also establishes requirements to monitor the effectiveness of actions taken pursuant to the plan. And evaluation of the program and its effects within the estuary.

The intended audience includes members of the management conference (i.e., the Management Committee, Scientific and Technical Advisory Committee, and the Citizens Advisory Committee) and the program coordinators and scientific staff of the individual estuary programs.
