The Panamanian, Liberian, and Maltese flags had the most safety-related detentions. However, their detention ratios were about average given the size of their registries. Thirty-four Flag States had one or more detentions. Of the State Flags subject to detentions this year, Cambodia, Honduras, Saint Vincent, and the Grenadines had the highest 3-year detention ratios.",,,,,,,,,,,
