In 2006, the overall Flag State performance improved in terms of MCAs, decreasing from 51 to 35, and the rolling average control action ratio, decreasing from 0.89% to 0.80%. The Panamanian, Liberian, and Bahamian flags had the most MCAs. However, their rolling average control action ratios were slightly above average—Panama, or below average—Liberia and the Bahamas. Eighteen Flag States had one or more MCAs.",,,,
