VA Health Care Eligibility & Enrollment

Getting Care

New Applicants

You can request an appointment for medical care at the same time you apply for enrollment if you are applying in person at any VA medical center– there is no need to wait to request an appointment before your enrollment is confirmed. Additionally, you can indicate on the VA Form 10-10EZ if you desire an appointment and when your application is processed at the medical center, an appointment will be scheduled for you. You will be notified in writing of your appointment and your eligibility for medical care. VA will provide you priority access to care if you are a veteran who:

  • Needs care of a service-connected disability or
  • Are 50 percent service-connected or higher and need care for any condition.

In this case, VA will schedule you for a primary care evaluation within 30 days of desired date. If your outpatient appointment cannot be scheduled within this timeframe, VA will arrange to have you seen within 30 days at another VA health care facility or obtain the services on fee basis, under a sharing agreement or contract at VA expense.

For all other veterans, your local VA health care facility will schedule a Primary Care appointment as soon as one becomes available.. You may contact the Enrollment Coordinator if you need to check on the status of your appointment.

* Enrollment Restriction:
Effective January 17, 2003, VA suspended NEW enrollment of veterans assigned to Priority Group 8e and 8g (VA's lowest priority group consisting of higher income veterans). Veterans assigned to Priority Group 8e and 8g who are enrolling for the first time on or after January 17, 2003, and whose income exceeds the current year income threshold, who have no other special eligibilities such as a compensable service connected condition or recent combat service, refuse to provide income information are not eligible for enrollment at this time. Veterans enrolled in Priority Group 8a and 8c on or before January 16, 2003, will remain enrolled and continue to be eligible for the full-range of VA health care benefits.

Enrolled but Not Receiving Care

You should update your personal information by completing a VA Form 1010EZR, Health Benefits Renewal form if your information has changed since you last provided it. Instructions for completing the form, including the purpose of the form, and other useful tips are contained on the first few pages of the form. Transferring Your Care

If you want to transfer your care from one VA health care facility to another, contact the Enrollment Office for assistance in transferring your records and establishing a new appointment.

Non-VA Health Care Services (Fee Basis Program)

Under the Fee Program, (also called Fee Basis or Non-VA care), VA may authorize veterans to receive care at a non-VA health care facility when the needed services are not available at the VA health care facility, or when the veteran is unable to travel the distance to the VA health care facility. The Fee Program can pay for inpatient, outpatient, prescription, long-term care; virtually anything a veteran needs so long as it is related to a service-connected condition.  It can also pay for nonservice-connected care under special conditions.
Non-VA care must be authorized by VA in advance. Veterans enrolled in the VA health system first need to talk to their VA doctor.  Veterans not enrolled in the VA health system and needing care for a service-connected condition should contact the closest VA medical facility Fee office for assistance.  Veterans may also obtain services not covered in the benefits package through private health care providers at their own expense.
