          Offered in June Washington, DC

       The U.S. Office of Government Ethics (OGE) will conduct free intermediate and introductory and ethics courses in June at the Overseas Private Investment Corporation (OPIC). Please circulate this training announcement with attached registration forms to your interested ethics practitioners as soon as possible.

INTERMEDIATE COURSE DESCRIPTIONS

203 and 205 Course This course will explore some of the restrictions on private activity imposed by 18 U.S.C. 203 and 205 and how those restrictions relate to each other. It will also analyze the impact of recent court decisions, as well as Office of Legal Counsel guidance, on these statutes.

207 Course This course is designed to sharpen analytical skills that are used when applying the various post-employment restrictions to specific fact scenarios. The course provides the opportunity to analyze six different post-employment scenarios. Besides 18 U.S.C. 207, the course covers a variety of executive branch restrictions with post-employment ramifications.

208 Course This course will examine in detail the coverage and application of 18 U.S.C. 208. The course will cover the elements of 208 and methods for resolving 208 conflicts, including the executive branch wide exemptions from 18 U.S.C. 208 and the regulatory requirements for the issuance of waivers in individual cases.

209 Course This course will examine the elements of the statute that criminalizes the supplementation of a Government employee's salary, and each of its exceptions, through lecture and case studies.

INTRODUCTORY COURSE DESCRIPTIONS

How to Identify Disqualifying Financial Interests (DFI) This course provides new ethics officials with seven steps to identify disqualifying financial interests. This course serves as an ideal "nuts and bolts" refresher on 18 U.S.C. 208.

How to Handle Disqualifying Financial Interests (DFI) This course is a follow-on to the "identify" course (above) and covers the remedies to resolve a disqualifying financial interest. It also covers referring cases to the Inspector General and the Department of Justice.

COURSE REGISTRATION

       Each person planning to attend any of the courses MUST register by faxing a completed registration form to Gwen Cannon-Jenkins, Training Assistant at 202-208-8039 (or 8038). You may complete the registration form in one of two ways:

      1. Manually complete the printed form attached to this
         email and fax it. OR

      2. Complete the fillable registration form available on
         the
OGE Web site, print the complete form and fax it.
         

REGISTRATION DEADLINE/CONFIRMATION

       The registration deadline is 5 days before the class date or until each class is full. OGE will fax registrants a confirmed registration form several days prior to the course date.
