SUBJECT: Appointment of Deputy Director for Government Affairs and Special Projects and a New Deputy General Counsel


I am very pleased to announce that as of June 9, 1996 Jane Ley will become Deputy Director for Government Affairs and Special Projects. Since July 1989, Jane has served as Deputy General Counsel of the Office of Government Ethics (OGE). In her new capacity, Jane will be primarily responsible for all legislative, Congressional and White House matters involving OGE and its programs. She is widely known and respected in the ethics community for her knowledge, integrity and commitment to our program. She consistently has been called upon to handle the most complex and sensitive matters to come before OGE. Without exception she has discharged her responsibilities with thoroughness and good judgement.

Marilyn Glynn, an Associate General Counsel of OGE since June 1991, will become Deputy General Counsel on June 9, 1996. Marilyn began her career in Government ethics with the Department of Housing and Urban Development, where she was employed as a staff attorney in the Office of General Counsel. She has a distinguished record of accomplishment with OGE. She was, by way of recent example, the principal architect of OGE's 208 regulation dealing with exemptions and waiver guidance concerning acts affecting a personal financial interest. With this action her colleagues and I at OGE are delighted to recognize her achievements and leadership abilities.
