SUBJECT: 1997 Agency Ethics Program Questionnaire


1997 Questionnaire Due February 1, 1998

Please complete and return the attached 1997 Agency Ethics Program Questionnaire to the Office of Government Ethics (OGE) no later than February 1, 1998. Your response to this questionnaire will constitute your annual report as required by section 402(e)(1) of the Ethics in Government Act of 1978, as amended.

The questionnaire covers the period January 1, 1997 through December 31, 1997. Failure to file on or before February 1, 1998, may be cause for OGE to invoke its corrective action authority (5 C.F.R. § 2638.602(b)). Please note the information contained in the questionnaire is subject to the Freedom of Information Act.

You may submit your responses to this questionnaire electronically, via diskette. Please contact Sandy McKinzy at 202-208-8000, extension 1212, for an electronic version of the questionnaire.

This Year's Education and Training Statistics Remain the Same Despite Amendments to the Training Regulation

As you know, the interim rule amendments to the training regulation change how annual training is to be presented to certain "covered" employees. It also changes some of the exceptions. (See March 20,1997, DAEOgram Publication of Interim Rule Amendments to the Training Regulation, DO-97-013.) Because almost all the changes became effective halfway through the calendar year (June 10, 1997), OGE has decided not to change reporting requirements for the 1997 questionnaire.

Please report the total number of employees required to receive annual ethics training using the statistics from your calendar year 1997 training plan. In reporting the number of employees who actually received training, please include those employees who received either a verbal or written ethics briefing on or after June 10, 1997.

If the number of employees required to receive training is not the same as the number who actually received training because of the interim rule amendments, please mark the "other" category in the second part of question 4 and specify "interim rule."

Advance Notice of Changes to 1998 Questionnaire

Revisions to the 1998 questionnaire are enclosed as Attachment II. A new question 3 will be replacing current questions 3 through 7. These revisions reflect the changes made by the interim rule amendments to the training regulation. Agencies should take note of these upcoming changes and, if necessary, modify their data collection methods for calendar year 1998.
