MEMORANDUM

TO:       Designated Agency Ethics Officials

SUBJECT:  Presidential Memorandum on Ethical Conduct


     President George W. Bush, as one of his first official acts,
issued a memorandum to agency heads asking them to ensure that all
personnel within their departments and agencies are familiar with,
and faithfully observe, applicable ethics laws and regulations.  He
also asks them to thank the personnel of their agencies for "their
commitment to maintain the highest standards of integrity in
Government as we serve the American people."  The memorandum
includes a specific reiteration of the 14 "Principles of Ethical
Conduct for Government Officers and Employees" that are set forth
in Executive Order 12674 and the Standards of Ethical Conduct for
Employees of the Executive Branch, at 5 C.F.R. § 2635.101(b).  I am
pleased to pass along to you the President's strong support for our
program as we embark upon a new administration. 

     With respect to post-employment activities, the Memorandum
notes that lobbying and other forms of representation by former
executive branch employees will be subject to the restrictions of
18 U.S.C. § 207.
