SUBJECT: Reprinting of the Office of Government Ethics (OGE) Ethics Pamphlets


On June 21, 1993, OGE announced the availability of, and ordering information for, three ethics training pamphlets. Unfortunately, two of these pamphlets, "Do It Right" and "Take the High Road," (formerly the ABCs of Ethics) were not stocked by the Superintendent of Documents within the Government Printing Office and therefore have not been available for sale. The third pamphlet is undergoing revision and has not yet been made available. OGE regrets any inconvenience that this may have caused the agencies.

In order to accommodate agencies' requests for these two pamphlets and to make some minor revisions, OGE will be reprinting "Do It Right" and has received confirmation from the Superintendent of Documents that both it and "Take the High Road" will be stocked and available for future sale. Please refer to the information provided below to obtain copies of these two pamphlets:

"Do It Right, an Ethics Handbook for Executive Branch Employees," (Requisition Number: 4-00044, Jacket Number: 362-084) is being reprinted in its entirety. A new rider is currently open until December 27, 1993, providing agencies with the opportunity to ride onto OGE's initial requisition and obtain the pamphlet at a lower rate than the rate that will be available from the Superintendent of Documents. This is a 35-page booklet providing a detailed summary of the conflict of interest statutes and the standards of ethical conduct. This booklet uses examples to promote reader comprehension. To take advantage of the lower rider rate, you must submit your SF-1 no later than December 27, 1993, to:

"Take the High Road, an Ethics Booklet for Executive Branch Employees" (formerly, "The ABCs of Ethics"), (Jacket Number: 356-925) is a 22-page introductory level summary of the conflict of interest statutes and the standards of ethical conduct. This booklet uses a question-and-response format and examples to help the reader understand the material. The initial rider on this booklet closed on September 17, 1993, however, printing was delayed and the booklet has not been shipped by the printer for those requisitions received prior to September 17, 1993. Agencies that submitted a requisition to ride the OGE requisition should receive their copies by the end of December. Agencies who did not submit a requisition prior to September 17, 1993 will be able to purchase "Take the High Road" from the Superintendent of Documents around the middle of December.

A separate memorandum will be issued advising agencies of the availability of the third ethics training pamphlet. The third pamphlet, originally titled "A Brief Wrap on Ethics" will be an easy-to-read anecdotal treatment of the basic ethics laws and regulations using simple examples to facilitate reader understanding.

On July 15, 1993, OGE also announced the publication of the "SF-450 Review Guide." However, like the first two pamphlets, the "SF-450 Review Guide" was not stocked by the Superintendent of Documents and has not been available for sale to the agencies. In order to accommodate agency requests for copies of this guide and to make some minor revisions, OGE will be reprinting this pamphlet shortly. A separate memorandum will be issued advising agencies of its availability.
